People's Participation Working Group

The People's Participation Working Group (PPWG) was established in 1999. It is an informal network that acts as a forum for organisations and professionals - such as donors, government employees, NGOs, project managers, consultants and researchers - to exchange information and ideas on issues relating to people’s participation, grassroots democracy and civil society. The PPWG is open to all people who are interested in contributing to sharing information and carrying out joint goals and objectives.

As a partnership group, it provides inputs to the Vietnam Consultative Group, the high-level meeting held twice a year between the Vietnamese Government and the donor community, which is now known as Vietnam Development Partnership Forum (VDPF).

The overall goal of the People's Participation Working Group is to promote people's participation in the development and poverty reduction process of Vietnam. The specific objectives of the group are to:

  1. Enhance exchange of information and coordination amongst PPWG members.
  2. Advocate and promote an enabling environment for effective people's participation in the development and poverty reduction process of Vietnam.
  3. Facilitate dialogue and improved understanding of people's participation experiences and lessons learned among different stakeholders (state, civil society, international organisations, donor community).

The People’s Participation Working Group (PPWG) strongly requests the National Assembly to POSTPONE THE ENACTMENT of the Draft Law on Associations, scheduled to be passed into law during the second session of the XIVth National Assembly, for a cautious review of the Draft. The current Draft (dated 10 October 2016) continues to survive many wrongful provisions, which are in direct violation of freedom of association (protected by the Article 25 of 2013 Constitution). It also reverts the current trend of international cooperation and harmony and will attract potential social unrest, as a consequence of stricter restrictions applicable to the normal operations of associations.  On 15-16/12/2014, the Ministry of Justice has consulted several ministries, agencies and other organizations on a draft of the Access to Information law. This is a part of the plan to enshrine the right to access information, as stated in article 25th of the Constitution and Congress’s 2015-2016 resolution on the law making and amendment ordinance. The focus of the conference is the circumscription of accessible information to be allowed. Former Deputy Minister of Justice Hoàng Thế Liên chaired this conference.

 The People Participation Working Group (PPWG)1, established in 1999, is an open network with participation from hundreds of individuals and civil society organisations in Vietnam. On the occasion of the publication of the draft Law on Associations on the Ministry of Home Affairs website (on June 4th 2015) for public opinions, PPWG would like to present some comments and messages on the right to freedom of association and this draft. These comments are drawn from consultations with 30 people who are specialists of human rights and civil societies, representatives from non-governmental organisations, and interested individuals, from 6 June to 5 July 2015.
